Transportation Improvement Program (TIP)

The TIP is the regionally agreed-upon list of priority transportation projects, as required by federal law (ISTEA, TEA-21, SAFETEA LU, MAP-21, the FAST Act, and the new Infrastructure Investment and Jobs Act/Bipartisan Infrastructure law (IIJA/BIL)).

The TIP document must list all projects that intend to use federal funds, along with all non-federally funded projects that are regionally significant. It also includes all other State funded capital projects. The projects are multi-modal; that is, they include bicycle, pedestrian, ITS, and freight related projects, as well as the more traditional highway and public transit projects.

New Jersey TIP

The DVRPC FY2024 TIP for New Jersey (FY24-FY27) was adopted by the DVRPC Board on September 28, 2023, and became effective on December 18, 2023. This important document represents the latest program of transportation projects for the NJ portion of the region. This TIP will remain in effect until at least September 30, 2025.

The DVRPC FY2025 TIP for PA (FY25-FY28) was adopted by the DVRPC Board on July 25, 2024, and is in effect from October 1, 2024 to September 30, 2026. This important document catalogs the latest program of transportation projects for the Pennsylvania counties in the bi-state region.

Annual List of Federally Obligated Projects for PA

Reports on federally obligated funding amounts for individual projects help provide information about project delivery status during a given fiscal year. “Obligation” or federal authorization is a legal commitment: the Federal government’s promise to pay for the Federal share of a project’s eligible cost. Keep in mind that:

  1. projects for which funds have been obligated are not necessarily completed in the TIP program year;
  2. the amount of obligation in a fiscal year will not necessarily equal the total cost of the project; and
  3. the amount of obligated funds may vary from the amount estimated in the TIP.

Project Implementation

DVRPC provides project management assistance to PennDOT and our New Jersey counties for certain federally-funded transportation projects. The PennDOT-assisted projects include multi-use trails, reconstruction/restoration of historic transportation buildings, improvements to scenic roads, pedestrian facilities, and streetscape improvements, among other types of projects. DVRPC also assists our New Jersey counties with the implementation of bridge, roadway, and intersection improvement projects funded with Urban Allocated Surface Transportation Program (STU) funds.
